July 7,2020 C-1981-022/Elk Creek Mine LDS <br /> Sites where phase I,II&III release is requested <br /> Sites in the original SL-2 application were proposed for phase III bond release based on achieving their post- <br /> mining land use of Industrial/Commercial,rather than because of a demonstration of successful reclamation and <br /> revegetation. The post-mining land use of several sites in the mine permit area is the subject of Technical Revision <br /> No. 78 (TR-78),which was in the adequacy review process at the time of the inspection(and remains so as of the <br /> publication of this report). The Division understands that it was agreed with Oxbow staff during the inspection that <br /> the majority of the sites proposed for combined phase I,II and III bond release would be withdrawn from the SL-2 <br /> application and considered under a separate bond release application to be submitted following the approval of <br /> TR-78. <br /> The Division understands that the only site eligible for combined phase I, II and III bond release with the SL-2 <br /> application is the Bear creek fansite,which is owned by Oxbow and leased to Vessels Coal Gas Inc. An industrial <br /> facility is installed and currently in use on the old fansite. The Division understands that the facility extracts <br /> methane from mine workings and burns it in a thermal oxidizer; this activity reduces the greenhouse gas potential <br /> of the emissions and has commercial value in the form of credits which may be traded. <br /> DOCUMENTS RECEIVED <br /> An email documenting the post-inspection work carried out on GVB-LW-11-03 was received on July 16, 2020. <br /> OTHER(SPECIFY) <br /> N/A <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 0 <br /> Page 5 of 34 <br />
