The inspection was attended by Doug Smith and Mike Ludlow of Oxbow Mining, <br /> LLC. (Oxbow); Christine Belka of the Office of Surface Mining,Reclamation and Enforcement(OSMRE); Dan <br /> Gray of the US Forest Service,Paonia Ranger District(USFS); and Desty Dyer of the Bureau of Land <br /> Management, Uncompahgre Field Office (BLM). The weather was hot, dry and clear, with strong winds at times. <br /> The focus of the inspection was on the reclamation success of sites identified in the SL-2 partial phase I,11 and III <br /> bond release application. <br /> Division staff used digitzed maps from the Permit Application Packet(PAP)in the field. The maps and additional <br /> layers of digitized features were added to an ArcGIS web map which was viewed using the Esri Collector app <br /> running on modern Android cell phones. The phones' internal GPS receivers allowed the verification(and <br /> correction if necessary) of feature locations, and for inspectors to record attributes and photographs associated <br /> with each digitized feature. The field data was collected offline then synced to the web map (see figure 1) and was <br /> later analysed further in the office. Tables 1 and 2 are populated with data compiled from the geodatabase <br /> displayed in the web map, although not all of the attribute fields are shown. <br /> In the interests of clarity, given the large number of discrete sites inspected, comments in this inspection report are <br /> grouped under headings related to the sites inspected,rather than the rules that the comments relate to. <br /> Photographs are included following the relevant table. <br /> Observations pertaining to the following rules were made during the inspection: <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination <br /> 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills <br /> and Gullies 4.14.6 <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 0 <br /> Page 2 of 34 <br />
