Mitigative Measures for Marginally Suitable to Unsuitable Material <br />• Zones of marginally suitable to unsuitable material were identified at each of the six Phase I and <br />Phase II sample locations and are documented by parameter, lithology, location, and sample <br />interval in Attachment 2.04.6-3 (previously Peabody Appendix 6-5). Effective mitigative measures <br />will include avoidance; ameliorating reclamation techniques; blending, dilution, and/or burial by <br />normal overburden and interburden handling; and where necessary, selective handling. These <br />mitigative measures are also listed in Attachment 2.04.6-3 (previously PeabodyAppendix 6-5), and <br />are discussed in further detail in Section 2.05.4(2)(d), Topsoil (Redistribution). Section 2.05.6(3) <br />Protection of the Hydrologic Balance shows an extensive analysis of the spoil hydrology at the New <br />horizon #1 and #2 Mine, using well data and spoil spring data over the past 10 years. This analysis <br />showed that the expected impact to Tuttle Draw and the San Miguel River downstream was very <br />minimal in terms of pH and TDS. For this reason, selective handling is only planned for some <br />unforseen instance of overburden that is significantly worse than that encountered to date (March <br />2006).
