<br /> <br />Notice of Proposed Decision <br /> <br /> <br />The Colorado Division of Reclamation, Mining and Safety has issued a proposed decision to approve <br />Bond Release Application No. 7 (SL-7) for the Yoast Mine, Permit No. C-1994-082. With this <br />application, SPL requested Phase II and III combined (39.4 acres), and Phase <br />III (315 acres), for a total bond release of 354.4 acres. The surface operation is operated by Seneca <br />Property LLC under the provisions of the Colorado Surface Coal Mining Reclamation Act of 1979. <br />The bond release application was submitted by Seneca Property LLC on September 10, 2019. <br />Seneca Coal Company has requested a combined phase II and III, and partial phase III bond releaset <br />totalling 354.4 acres of which 40.36 comprise phase II and III, and 314.1 acres comprise phase III <br />request in the innitial application. Adequacy review required a reduction in requested acreage. The <br />revised request comprisd a request for Phase II and III combined (39.4 acres), and Phase III (315 <br />acres), for a total bond release of 354.4 acres.The surface and mineral ownership of the permit area <br />is held by the Federal government and private parties. The affected area is located in Routt County, <br />approximately 7 miles Southwest of Hayden, Colorado. <br /> <br />Copies of the proposed decision are available for review at the Colorado Division of Reclamation, <br />Mining and Safety office, 1313 Sherman Street, Room 215, Denver, Colorado 80203, and on the <br />Division’s website at <br />http://mining.state.co.us/Reports/MiningData/Pages/ImagedDocumentData.aspx. Requests for a hearing must be made in writing within <br />thirty (30) days of the first publication of this notice, and shall state with reasonable specificity the <br />reasons for the request and objections to the proposed decision. <br /> <br />
