2019 Plan of Operations Modification American Gypsum Company, LLC <br /> INTRODUCTION <br /> Summary of Proposed Modifications <br /> American Gypsum Company, LLC (American Gypsum) is looking to expand their existing open <br /> pit gypsum mining operation in Gypsum, Colorado. The existing Eagle-Gypsum Mine (Mine) has <br /> active mining within two areas, referred to as the Lower Pit and the Upper Pit(Drawing 01). Mining <br /> within these two areas supports the wallboard manufacturing plant located south of the mine site. <br /> The Lower Pit is located on land owned by American Gypsum, while all other infrastructure such <br /> as the Upper Pit, gypsum stockpiles, inert intraburden/overburden storage, access roads, and <br /> sediment ponds, are located on land managed by the Bureau of Land Management (BLM), <br /> Colorado River Valley Field Office (CRVFO). <br /> American Gypsum's proposed mining activities would consist of increasing the Upper Pit <br /> disturbance footprint, developing a new pit referred to as the East Pit, and constructing new haul <br /> roads. After the Upper Pit is mined to its current permitted footprint, American Gypsum would <br /> begin the expansion of the Upper Pit. American Gypsum plans to begin developing the East Pit <br /> in 2021. New haul roads would be constructed to access the Upper Pit expansion and East Pit <br /> areas. <br /> The development of the Upper Pit Expansion, East Pit, and associated roads requires a modified <br /> Plan of Operations and a National Environmental Policy Act (NEPA) analysis by the BLM, and <br /> permit modification with the Colorado Division of Reclamation, Mining and Safety (CO DRMS). <br /> American Gypsum has developed this Plan of Operations Modification (Modification) in <br /> accordance with the BLM's rules for Surface Management and prevention of unnecessary or <br /> undue degradation of public lands found at Title 43 Code of Federal Regulations (CFR) <br /> CFR § 3809 (CFR, 2000). This Modification addresses the following mining activities on public <br /> lands: <br /> ➢ Modifying the current mine permit area by 99.2 acres; <br /> ➢ Expanding the Upper Pit disturbance area to the south of the approved limits, mining <br /> gypsum and intraburden from the Upper Pit; <br /> ➢ Progressive backfilling in the northern reaches of the Upper Pit to accommodate road <br /> construction to the East Pit; <br /> ➢ Constructing a road to the East Pit, utilizing previously disturbed (but not reclaimed)areas <br /> wherever possible; <br /> ➢ Developing the East Pit, including clearing and grubbing, stockpiling suitable growth <br /> medium encountered during clearing and grubbing activities, overburden removal, and <br /> mining gypsum/intraburden from the East Pit; <br /> Am Gypsum Poo Mod ISSD 20190909 September 2019 V] <br />
