RULE 2 PERMITS <br /> be used where appropriate to aid in control of erosion both prior to seeding and if necessary, after an area <br /> has been seeded. <br /> 2.05.4 (2) (e) Reclamation Revegetation <br /> Revegetation techniques described in Volume 1, Section 2.05.4 will be employed at the South Taylor <br /> mining area. <br /> 2.05.4(f-h) Disposal,Mine Openings,Water and Air Control <br /> These topics are discussed in Volume 1, Section 2.05.6. There will be no substantive changes to the <br /> approaches already employed for these topics. <br /> 2.05.5 Post-Mining Land Uses <br /> The reclamation plan described in Section 2.05.4 will be implemented to restore the disturbed areas <br /> associated with the South Taylor mining areas to the pre-mining use of rangeland. The land use of <br /> rangeland for these areas is identical to the pre-mining use. Specifically, Colowyo will reclaim the mined <br /> areas to a rangeland condition capable of supporting both domestic livestock and wildlife. Other <br /> information relevant to this section can be found in Volume 1, Section 2.05.5. <br /> 2.05.6 Mitigation of Impacts of Mining Operations <br /> 2.05.6 (1) Air Pollution Control Plan <br /> Air quality will be protected in accordance with the procedures outlined in Volume 1 and Exhibit 15 in <br /> Volume 513. <br /> 2.05.6(2) Fish and Wildlife Plan <br /> Procedures specified in the Volume 1, Section 2.05.6 will be followed by Colowyo to ensure minimal <br /> impacts to fish and wildlife in the South Taylor mining areas. At the conclusion of the mining activities, <br /> disturbed lands will be restored in accordance with the reclamation plan. <br /> 2.05.6 (3)(a) Protection of the Hydrologic Balance <br /> Surface Water <br /> Surface water will be protected in the mining areas as described in Section 2.05.3(4) . Protection includes <br /> the use of diversion ditches to route surface water around the mining impact areas and sediment ponds <br /> downstream of the mining impact areas. <br /> Current surface water rights will not be impacted by mining operations at Lower Wilson or South Taylor. <br /> There is no expected long-term measurable impact to the quantity of surface water in Wilson, Taylor, or <br /> Good Spring creeks or any of their tributaries. Surface water amounts that will be used in mining <br /> operations will be within the water rights owned by Colowyo. <br /> Surface water quality of the three creeks is calculated to only be marginally impacted by mining <br /> activities. This marginal impact, described in the Probable Hydrologic Consequences section (Section <br /> 2.05.6 (3)(b)(111)), will be due to meteoric water being captured in and evaporated from the mine pit <br /> during operations, and meteoric water contacting an increased surface area of soil in the vadose zone and <br /> South Taylor/Lower Wilson—Rule 2,Page 76 Revision Date: 6/22/20 <br /> Revision No.: MR-220 <br />
