Installation of King III Portals and Access Roads Along the East Side Slope
Technical Revision TR-29 proposes to install three portals (King III) and access roads
on the hillside immediately adjacent to the existing surface facilities, approximately
easterly from the #2 Coal Stacker Pile. Theses portals, along with a new conveyor
structure, would be installed to access coal reserves on State of Colorado coal lease
CO-3388 and Federal coal lease COC-62920 (both held by GCC Energy). The existing
mine ventilation fan and support structures would be moved from their current
location, immediately east of the Shop building, to the new return ventilation portal
as shown on Map King II-007 (TR-29 PAR).
Installation of the proposed King III mine would alter several sections of the current
mine hydrologic layout. Revised TR-29 SEDCAD modeling, along with tables that
define site drainage basins, flow schedules, culvert capacities and ditch capacities
can be located in Appendix 11(2). Map King II-007A (TR-29 PAR) depicts King II site
watershed basins, culvert locations and drainage ditch locations.
Addition of PR-1 O Parcels (Federal Coal Lease COC-78825)
PR-10 adds acreage to the PAP that was studied under the Environmental
Assessment and Technical Resources Reports performed jointly by the Bureau of
Land Management and the Office of Surface Mining, Reclamation and Enforcement
for the Dunn Ranch Lease by Application area (coal lease COC-78825). Please see
Appendix 15; Dunn Ranch LBA Area Environmental Assessment, Section 3.3,
conclusions concerning geologic information for the parcels added by PR-10. These
documents often refer to E.A. DOI-BLM-CO-SO10-2011-0074-EA which can be
located in Appendix 18.
Dunn Ranch LBA E.A. (King II Appendix 15, Section 3.3): "Information on geology and
minerals presented in the previous EAs has not changed and is still applicable. Additionally,
as the Proposed Action under review in this document is a continuation of the previous 2017
action, impacts previously described would be similar over an extended period of time (BLM
and OSMRE 2017, Section 3.3)."
CC Energy, LLC King II Mine
Section 2.04.6
Page 7A June 12, 2020 (PR-10)
