PERMIT #: M-2020-007 <br />INSPECTOR’S INITIALS: ECS <br />INSPECTION DATE: June 17, 2020 <br /> <br />Page 2 of 3 <br /> OBSERVATIONS <br /> <br />This was a pre-operational inspection for the proposed Ragsdale Reservoirs permit, a 643.3 acre 112c sand <br />and gravel mine submitted by LG Everist, and currently under review by DRMS. The inspection was conducted <br />by Eric Scott of DRMS, who met permittee representative Lynn Mayer Shults, and permitting consultant Steve <br />O’Brian on site at approximately 10:00. The notice of permit applied for was present at the main site entrance <br />as required (Photo 1). The group toured the site to confirm the accuracy of the submitted existing conditions <br />maps for the permit, and to verify that the permit boundary markers have been correctly placed. <br /> <br />The site is broken into two halves (east and west) by the transportation corridor that contains Highway 85 and <br />a railroad line. The eastern portion of the site is also split (into north and south) by Weld County Road 22. The <br />site contains numerous pre-existing features including: farm homes, out-buildings and support structures, <br />underground and overhead utilities, gas and oil wells with associated above and below ground support lines <br />and structures, and irrigation canals. These features were all accurately represented on the pre-existing <br />conditions map submitted with the application. Special care will need to be taken when operations <br />commence to properly locate and mark the appropriate setback distances from all features that are not going <br />to be removed from the site. <br /> <br />The permit boundary was also properly marked for both the east and west halves of the proposed permit <br />area. At the time of the inspection the boundary was marked with lath and orange flagging, however <br />permanent markers will need to be placed prior to commencing mining activity. It will be especially important <br />to properly mark portions of the permit boundary that are not defined by existing fences, such as the west <br />boundary of the western portion of the permit that runs approximately parallel to the South Platte river, or <br />the western boundary of the eastern permit area that is offset 200’ from the railroad. <br /> <br />The majority of the area within this proposed permit is currently agricultural land in various forms including <br />corn field, fallow fields, and grass crops as can be seen in the attached representative photos of existing <br />conditions. <br /> <br />During the inspection DRMS and the permittee discussed several items that are currently under review in the <br />permit application, but no additional items of concern were noted in the field during this inspection. <br /> <br /> <br /> <br />Inspection Contact Address <br />Lynn Mayer -Shults <br />L.
