PERMIT #: M-2014-070 <br />INSPECTOR’S INITIALS: ECS <br />INSPECTION DATE: June 16, 2020 <br /> <br />Page 2 of 2 <br /> OBSERVATIONS <br /> <br />This was a routine monitoring inspection of the permit for the 161 acre 112c GoodMiller#2 Pit, M2014-070. <br />The inspection was conducted by Eric Scott of DRMS at the request of the new permittee Russ Justice of <br />Justice Trucking. Justice Trucking took over the permit from the previous permittee through a succession of <br />operator revision that was approved by DRMS on May 20, 2020. The site is located in Weld County <br />approximately one mile north of the intersection of county road 80 and county road 115 on the west side of <br />county road 115. The site is also located immediately west of the Weld County 112c Ashbaugh Pit. <br /> <br />The corners of the permit were marked at the time of the inspection with lath and re -bar pins on the south <br />and west boundaries, and property fence lines on the north and east boundaries. The disturbed area was <br />within an approximately 75 acre fenced area within the permit. As long as the mining disturbance remains <br />within the currently fenced area there should be no boundary issues. <br /> <br />No mining was occurring at the site, which was largely in the same condition it was in during the previous <br />inspection conducted in J uly of 2019. The majority of the area within the 75 acre fenced portion of the <br />permit has been affected either by the pit excavation itself, stockpiles of overburden and topsoil, or access <br />roadways. The currently approved permit imposes the following limitations on the site disturbance: <br /> <br />Maximum length of 700 feet of working slope that requires backfilling/grading to 3H:1V <br />Maximum of 28 acres that will require topsoil replacement at any one time <br />Maximum of 30 acres that will require seeding/mulching/fertilizing at any one time <br />Maximum excavation depth of 40 feet <br />Minimum 30 foot setback from permit boundary to edge of excavation. <br /> <br />It was noted during the previous inspection that most of those restrictions had been exceeded by the previous <br />permittee. DRMS will allow a reasonable amount of time, six months from the date of this report, for the new <br />permittee to either bring the site back into compliance with the conditions of the currently approved permit, <br />or to submit a revision to the current mining plan for DRMS review. The currently approved permit , in <br />addition to the mining and reclamation plan maps , is available on-line for review at <br />https://dnrweblink.state.co.us/drms/search.aspx?cr=1 or through the LaserFische link on the DRMS <br />homepage.
