United States Forest..., 951 F.3d 1217 (2020) <br />9 In High Country II, the district court cited the Colorado Roadless Rule's severability clause, severed the North Fork <br />Exception from the remainder of the Rule, and vacated the Exception. 67 F. Supp. 3d at 1266. At issue in this case is <br />the re -promulgation of the North Fork Exception. <br />While simple, this characterization is not a reasonable reading of the agency's rationale.
