June 11, 2020 C-1996-083/Bowie No. 2 Mine RDZ <br />PROCESSING WASTE/COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />No large puddles or other significant problems were seen with gob piles, although there is some erosion on the <br />upper bench of Gob Pile #2. The sediment control BMPs below this pile appeared to be functioning well <br />(including the "smart ditch"), but it is recommended that BRL address this erosion. <br />BRL has performed a significant amount of work on Gob Pile 43 in 2020. Basil indicated that they have moved <br />approximately 1,300 loads this calendar year for a quantity of approximately 32,000 cubic yards (25 yards per <br />load). BRL continues to manage the water seeping out of the Fire Mountain Canal (which was nearly full of water <br />at the time of inspection), and they are continuing to succeed in preventing this issue from becoming a problem, as <br />this water is kept from eroding the gob pile. The ditch company has addressed this again, and Basil is certain that <br />their efforts helped reduce the seepage from 12 gpm to less than 3 gpm (approximate numbers). The underdrain <br />below Gob Pile #3 appeared to be functioning; a small flow was exiting the pipe at the low end. <br />The work at Gob Pile #3 also includes salvaging a strip of subsoil between two sides of the pile (approximately <br />1,500 cubic yards have been moved, per Basil) and placing it at the northeast corner of the pile. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br />(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br />No problems were seen with the haul road to the portals or the hillsides above and below the haul road, many of <br />which are very steep. <br />The haul road at Gob Pile #3 was in good shape, and dust control had been recently performed. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Basil Bear indicated that BRL has been spraying a lot of weeds on site. Some weeds were seen during the <br />inspection, including bindweed in many locations, thistle by the topsoil stockpile near Gob Pile #3, and thistle near <br />the B Portal. <br />SLIDES and DAMAGE - Rule 4.12: <br />It appears that slumps have not moved significantly in the recent past.
