INTRODUCTION <br /> The Yoast Mine is located approximately nine miles southeast of the town of Hayden, Colorado. <br /> Yoast is a reclaimed surface coal mine. Coal extraction began at Yoast in 1995 and ceased in <br /> 2006. During the life of the mine over 12 million tons of coal were produced. Reclamation <br /> grading, topsoil replacement and seeding of the mine disturbance areas have been mostly <br /> completed. A copy of the complete approved Yoast Mine permit is located at the Twentymile <br /> Coal Company office, 29515 RCR 27, Oak Creek, Colorado. <br /> This application is submitted in accordance with the Colorado Division ofMinerals and Geology <br /> Guideline Regarding Selected Coal Mine Bond Release Issues(April 18, 1995),Rule 3.03 Release <br /> of Performance Bonds, the approved permit and consultations with CDRMS on vegetation <br /> sampling, analysis and success evaluations. <br /> BOND RELEASE BACKGROUND INFORMATION <br /> This submittal represents a formal partial Phase II bond release request by Seneca Property, LLC <br /> (SPL)for the Seneca Yoast Mine(Yoast). The previous owner, Seneca Coal Company, submitted <br /> an initial Phase I Bond release request (SL-1) on June 26, 2007. SL-1 resulted in 173.02 acres <br /> released and the bond was reduced by $11,862. SL-2 (partial Phase I) bond release became final <br /> on July 22, 2010 and resulted in release of 456.7 acres and bond reduction of $790,205. SL-3 <br /> (Partial Phase II)bond release became final on March 9, 2012 and resulted in a Phase II release of <br /> 592 acres and bond reduction of$1,693,918. SL-4 (Partial Phase I)bond release became final on <br /> November 9, 2012 and resulted in a release of 115.5 acres and bond reduction of$452,336. SL-5 <br /> (Phase I, II and III bond release) became final in March 2014 and resulted in the release of 6.25 <br /> acres and bond reduction of $1,493.63. SL-6 (Partial Phase I& III) became final in March 14m, <br /> 2018 and resulted in the release of 372.1 acres and a bond reduction of$522,435.07. SL-7 (Partial <br /> Phase III) is currently still being reviewed for a release of 354.4 acres. Areas included in this <br /> application as Phase II have received formal Phase I bond release. All areas included have had <br /> topsoil replaced and were revegetated between 1997 and 2013. <br /> SL-8 - 1 <br />
