90 percent of the production standard for 2018=
0.90[0.110(973.0)+0.345(689.0)+0.313(824.1)+0.128(697.4)+0.104(777.7)] = 695.5 lbs/acre
The 2018 BRB-5 reclaimed mean allowable herbaceous production of 1862.0 pounds per acre (Table 8)
far exceeds 90 percent of the herbaceous production performance standard of 695.5 lbs/acre.
Since the 2018 BRB-5 allowable herbaceous production exceeds 90 percent of the production
performance standard (Figure C-2, Table C-1 of Attachment F), and sample adequacy has not been
demonstrated in either the reclaimed or the reference areas of the Aspen and Sagebrush reference areas
(minimum of 30 samples) (Table C-4 of Attachment F), Thus, reclamation success for Phase III BRB-5
has been demonstrated by passing a one sample t-test of the "reverse null" hypothesis (CDMG 2005
revised rule, 4.15.11 (2)(c)). The BRB-5 production data were first evaluated for normality using the
Shapiro-Francia test. Based on the allowable herbaceous production data; the normality test was passed.
See supporting details and methods in the full 2015/2016 Testing for Revegetation Success Report in
Attachment F-2018-2019 BRB-5 Revegetation Success Supporting Documentation.
A one-sample t-test of the"reverse null" hypothesis of the assertion that the 2018 BRB-5 total allowable
herbaceous production (pounds per acre)is indistinguishable from the area weighted average of the
Extended Reference Area allowable herbaceous production is as follows:
x — (0.9 * technical standard)
tcalc = / s
l-)
1862.0 — 695.5
tcalc = (828) = 7.969
32
Since critical t= 0.853 (one-tailed, alpha= 0.2, 32-1 df)is exceeded by tcalc (7.969), the hypothesis of no
difference is rejected and reclamation success for 2018 BRB-5 production under Phase III is
demonstrated.
2019 Production Success Evaluation
Calculation of 90 percent of the production performance standard relative to the 2019 BRB-sample data is
demonstrated below.
Aspen Reference Area Allowable All-Hit Herbaceous Production' = 883.7 lbs/acre
Mountain Brush Reference Area Allowable All-Hit Herbaceous Production' = 547.9 lbs/acre
Sage Brush Reference Area Allowable All-Hit Herbaceous Production' = 907.1 lbs/acre
Steep Mountain Brush Ref. Area Allowable All-Hit Herbaceous Production' = 515.8 lbs/acre
Western Wheatgrass/Alkali Sagebrush Ref. Area Allowable All-Hit Herb. Prod.' =644.9 lbs/acre
'Herbaceous production adjusted by subtracting annual/biennial plantproduction in excess of 10%of the
remainder. Production by noxious weed species is not collected.
90 percent of the production standard for 2019=
10
