Tony Tennyson representing Tri-State Generation and <br />Transmission Association (Tri-State) and Tom Fry representing Colowyo Coal Company (Colowyo) accompained <br />the inspection. The weather for inspection was clear with dry ground conditions. Temperature during the <br />inspection was around eighty degrees fahrenheit. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />All records are kept on site at the Colowyo Mine's office building. Please see the Division's Availability of <br />Records checklist at the end of this inspection report for more detailed information. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The West Pit 2019 backfill and regrade reclamation parcels were inspected as part of the SL -18 bond release <br />inspection. The backfill was stable and no major erosion was observed. Minor rill maintenance was observed <br />along the slopes. A perimeter berm has been created along the 2019 backfill and regrade parcel to keep spoil from <br />the surrounding area from flowing into the reclaim. No issues were observed in the West Pit and for more <br />information on the backfill area for the SL -18, please refer to the Division's SL -18 inspection report. <br />Contemporaneous backfill continues as the South Taylor Pit progresses.
