The primary focus of this inspection was for bond release as requested <br />through Colowyo's SL -18 (partial Phase I) application. A total of 44.6 acres is being requested for Phase I in the <br />West Pit. The weather was clear and ground conditions were dry with a high temperature of 80 degrees fahrenheit. <br />Jennifer Maiolo of the Bureau of Land Management (BLM), Tony Tennyson representing Tri-State Generation <br />and Transmission Association (Tri-State), and Tom Fry representing Colowyo Coal Company (Colowyo) <br />accompained the inspection. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />As per Rule 3.03.2(2), the Division inspected the SL -18 requested areas within the West Pit to ensure Colowyo <br />has met the backfill and grading requirements within Colowyo's PAP. The total acreage of SL -18 being requested <br />for Phase I bond release is 44.6 acres. The area was walked along the transect line A -A' provided in the SL -18 <br />application and GPS points were taken along at approximately every 400 ft. In total, 9 GPS points were collected <br />in the West Pit. The GPS elevation information will be post -processed and compared to the data provided by <br />Colowyo to verify the approved post -mining topography has been achieved. The West Pit reclamation parcel was <br />well graded and cross ripped for erosion protection. Minor rill maintenance was completed prior to the inspection <br />to ensure further erosion doesn't occur until vegetation establishes. Based on site experience, most small rills self - <br />heal once vegetation becomes more established.
