Greg Lewicki And Associates, PLLC
3375 W.Powers Circle Phone:(720)842-5321 Fax(303)346-6934
Littleton,CO 80123 E-mail: info(cJcwicki.biz
May 26, 2020
Colorado Division of Reclamation, Mining, and Safety
1313 Sherman St, Rm 215
Denver, CO 80203
Trout Valley Ranch M-2016-080—Technical Revision
Groundwater Exposure for use as Recirculation Pond Expansion
In addition to certain renewable water supplies procured and applied to Trout Valley Ranch by
virtue of its currently approved Substitute Water Supply Plan (SWSP WDID 230235374),the
Trout Valley Ranch sand and gravel operation has access to water rights that allow for water
exposure on the property. This includes both water surface within the sand and gravel pit and
ponds outside the current affected area boundary. See the correspondence from Division I Water
Commissioner Garver Brown attached to this application, as well as the currently approved
SWSP.
Based on decreed water right, Brannan Sand and Gravel Company, LLC (the permittee)will be
expanding its water recirculation pond to accommodate operational needs. This expanded
recirculation pond will also be dug deeper than previous ponds and involve incidental excavation
below groundwater. This will enhance sediment drop out from wash plant output water. As
required by the rules and regulations of the Mined Land Reclamation Board, this revision
addresses how the proposed operational change will preserve the prevailing hydrologic balance
in terms of both water quantity and water quality.
Maps C-2, C-3, F-1, and F-2 of the permit have been revised to reflect the proposed recirculation
pond. They are attached to this letter.
1. Recirculation Pond—Mining Plan
The recirculation pond will typically be situated on the periphery of mining operations (Map C-
2, note also that existing ponds may be incorporated as the recirculation pond, consistent with
water management and the decree,to expedite the creation of new silt capacity). This pond will
receive output water from the wash plant located in the processing area. Capturing sediment
(fines and silt from crushed rock) is best done using a pond or sequence of ponds that allow for
the sediment to drop out and the clean water to be reused. This process of recirculation reduces
the water consumption needs of the wash plant and prevents sediment from leaving the site.
Trout Valley Ranch TR
May 2020 1 c:rcg t ewicti and Asseciata,ri u
