Cliff Chiles accompanied Lucas in the field during the New Horizon <br />North Inspection. The weather was clear with high winds the day of the inspection. No activities were taking <br />place at the time of the inspection as the site is in final reclamation and the staff was engaged in MSHA training <br />the day of the inspection. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The grading and topsoiling of the remaining facilities area at the south end of the property is nearly <br />complete. The area has been graded and topsoiled from the remaining stockpiles. The area can be seen in Photos <br />One and Two. The graded area was stable at the time of the inspection. No signs of settling or slumping were <br />noted. The grading appears to match the design as specified in the approved permit. A small stockpile of gravel <br />remains on site. The stockpile was stable at the time of the inspection and in good condition. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Small amounts of rilling was noted from the tail water sheet flow across the newly backfilled and graded <br />area. The tail water flows from the irrigated alfalfa field and reports to the drainage ditch along the south end of <br />the property. The rilling was minor and not considered a problem or maintenance at this time. The Operator's <br />representative indicated that seeding of the area is imminent which will help mitigate the minor erosion. No water <br />was observed actively flowing as the irrigation system was watering a different section of the field at the time of <br />the inspection.
