Letter, DRMS, 14 May 2020, Subject: Bonds Pit M-2015-001 Changes and Notification 2 <br /> Attached are Mining and Reclamation Maps of that portion of the permit area in which the access road <br /> is now aligned. (Scale when printed out on 8.5" x 11" paper is 1"=500'. Please refer to the already <br /> submitted Mining and Reclamation Maps for all other information. As discussed, we will update those <br /> (already submitted) maps to show these changes inside and outside the permit boundary. <br /> There is no proposed change to the locations of any support facilities or to the mining sequence, <br /> including the water line, which is also a permanent, post-mining and post-reclamation feature to be <br /> installed in preparation for mining and processing of materials. <br /> We understand that the original access road was not included in the permitted and affected area in the <br /> original and amended application for a reclamation permit, as the road has always been intended to be <br /> a permanent feature.Therefore, we are not requesting a change in boundaries or total affected area. <br /> We do acknowledge that there will be disturbance in Phases 7 and 9, and no disturbance (as originally <br /> shown) in Phase 6, at the beginning of mining operations. <br /> We believe there is no change in total affected areas within the boundary of the affected land as <br /> approved by the Division, and that the current bond for reclamation is adequate for all planned <br /> disturbance within the permit boundaries of affected land, even for construction of this access road. <br /> We understand that further Technical Revisions may be required in the future, when CrossFire <br /> Aggregate Services can request release of reclaimed areas. Again,we emphasize that this roadway, <br /> from the County Road to the north side of the plant site, is a permanent roadway which will remain in <br /> place after mining and reclamation, ending at approximately the same point as was proposed in the <br /> original alignment (at the Northwest corner of the Operations Center). In addition, we note that the plan <br /> is for the owners of the property to access to areas NOT being mined, both inside and outside the <br /> permit area, which they use for grazing and related agricultural uses. <br /> The County has approved this alignment.We plan to begin construction as soon as possible; material <br /> from the permitted Bonds Pit (Phase 1) will be used for construction of the road, and we will begin <br /> preparation and occupation of the plant site, including the Operations Center and Water System. <br /> We can provide design plans for the realigned road and as-builts, if required by the Division. We are not <br /> submitting those at this time as they were not required in the initial and amended application. Again, we <br /> understand that La Plata County will inspect and ensure that the roadway is constructed according to <br /> the plans and specifications as required by the County for permanent roads. <br /> Please let us know of any questions or additional information needed. We will keep you informed as to <br /> progress as work proceeds. If needed,we will update the annual report maps recently submitted to show <br /> the areas inside the boundary of affected land which we expect to accomplish during the current permit <br /> year.
