PERMIT#:M-1998-013
INSPECTOR'S INITIALS: ECS
INSPECTION DATE:May 15,2020
OBSERVATIONS
This was a "pre-operational" inspection of the AM03 area currently under review by Eric Scott of DRMS.
DRMS met operator representative Mark Johnson and his consultant Andy Rodriguez at the site at
approximately 10:00am. There are 370.1 acres currently permitted at this 112c site. AM03 will increase the
permitted acreage by approximately 140.7 acres. DRMS noted that the required amendment applied for
notice sign was present (Photo 1), and that the permit boundary for the proposed AM03 amendment area was
delineated by existing fences and new, signed, boundary posts. The AM03 property is currently active and
fallow farmland with a farmstead as shown in attached photo 2 and photos 4-6. There are also existing oil/gas
facilities located on the property (photo 3).
Overall, the area to be amended and the features present on and in it, appear to have been accurately
represented by the materials supplied in the amendment application. DRMS notes that there are a few
"housekeeping" issues that will need to be addressed once AM03 is finalized.
The first issue is noted as a problem on the first page of this inspection report, and is the presence within the
AM03 area, and to a lesser extent within the existing permit, of a significant amount of noxious weeds. Weed
control measures, mowing at a minimum, and likely spraying as needed, will need to be implemented to
control noxious weeds within the permit area. Second, there was trash and debris noted in several areas
within the amendment area, some deposited by flooding events, and some general farm refuse, which will
need to be removed and disposed of properly. Lastly there was concrete refuse that had been placed on the
eastern side of the area to be amended that will need to be recycled/removed.
No other issues were noted during this inspection. DRMS will approve AM03 as submitted and modified
through the adequacy review process. Please note that the reclamation bond required for the site will need to
be increased by $2,550,323 to a total amount of$3,439,000 for the amendment to be finalized, and mining
activity allowed to commence within this area.
Inspection Contact Address
Mark Johnson
Bestway Concrete Company
301 Centennial Dr.
Milliken,CO 80543
