Skies appeared cloudy. Active mining was taking place at <br />the time of inspection. <br />PERMITTING ACTIONS: <br />o PR9 Update <br />OUTSTANDING MAINTENANCE ITEMS.- <br />1. <br />TEMS:1. Several Elaeagnus angustifolia should be removed around impoundment H. <br />INSPECTION <br />GENERAL MINE PLAN COMPLIANCE: <br />Main haul roads and access roads appeared in good condition and stable. Two draglines appeared to be <br />operating casting spoil; one dragline was idle, ready to walk down to the N Pit. Haul trucks transporting <br />coal and ash were noted in the imagery. Contemporaneous reclamation, grading, overburden and topsoil <br />placement do not appear to have commenced for the 2020 season yet as soils are still saturated from <br />snowmelt and recent precipitation. No offsite air quality or hydrologic issues were observed at the time <br />of inspection. <br />ROADS—Rule 4.03 <br />Construction 4.03.1(3)14.03.2(3); Drainage 4.03.1(4)14.03.2(4); Surfacing and Maintenance 4.03.1(5) <br />and (6)14.03.2(5) and (6); Reclamation 4.03.1(7) 14.03.2(7) <br />o Haul roads and access roads appeared dry and in good repair, well maintained and free of ruts. <br />o Ditches appeared to be functioning adequately. No breaches were observed in the imagery. <br />SUPPORT FACILITIES — Rule 4.04 <br />o Ready Line appeared orderly at the time of inspection. <br />HYDROLOGIC BALANCE —Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage- Acid <br />and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18 <br />o Ponds were free of ice and appeared to be functioning adequately. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Partial Inspections this Fiscal Year: 3 <br />
