The Grand Junction Resource Area Manager shall be notified at• least 48 hours prior to commencing construction or maintenance • activities. • ; 2. The road shall be constructed, operated and maintained in accordance with the Conditional Use Permit for the Orchard Mesa Aggregates Gravel Pit issued to the holder on September 25, 1990, the written material and maps submitted by the holder as an application for the permit, and the plat map submitted by Armstrong Consultants. Inc. on January 30, 1991. 3. The holder shall conduct all activities associated with the • • construction, operation and termination of the right-of-way within . • the 30 foot wide right-of-way boundary. All construction. operation and maintenance activities shall be confined to the minimum area necessary. 4. The access road shall be graveled. ditched and crowned with a 20 • foot wide running surface. 5. The holder shall clear all vegetation from the project area. where clearing is necessary. prior to any construction. All clearing work shall be completed without mixing soil with vegetation. 6. All soil erosion associated with the operation must be stabilized to a condition at least equal to that present before disturbance. 7. Construction-related traffic shall be restricted to routes • approved by the authorized officer. Additional access roads or __ cross-country vehicle travel will not be permitted unless prior ' . written approval is given by-the authorized officer. 8. Where the sideslopes to the north and south of the road are to be cut back to improve visibility at the point where the road • intersects with 31 Road, the toe of the cutsiope shall be excavated a horizontal distance of no further than 10 feet. while maintaining the same backslope that now exists (approximately . • - 1 1/2 to 1).
