iv A <br /> April 8, 2020 //Hi fit/flit, <br /> Mr. Peter Hays <br /> Colorado Division of Reclamation, Mining and Safety <br /> 1313 Sherman St. Room 215 <br /> Denver, CO 80203 <br /> Re: Request for Technical Revision Importation of Inert Fill <br /> Mr. Hays, <br /> Brannan Sand and Gravel Company, L.L.C. is submitting the attached Request for Technical Revision <br /> Importation of Inert Fill. This request is consistent with initial Regular Operation 112 Mining permitting for <br /> M-2016-030 Valley's Edge Resource. <br /> As is noted in the Summary of the original permit application, backfilling is necessary to achieve post- <br /> mining land use as industrial property and that backfilling will be accomplished by utilizing a combination <br /> of on-site cut and fill, construction materials and imported inert fill. This letter and Request for Technical <br /> Revision Importation of Inert Fill are to notify the DRMS that the inert fill operation will commence in 2020. <br /> The duration of the inert fill operation is estimated to last between 5 and 15 years, although the duration <br /> will be very dependent on market demand over that period of time. The estimated quantity of material to <br /> be imported is between 2 and 3 million cubic yards. Initially, excavations will be filled in, including areas <br /> above and below the groundwater table, followed by filling and overlot grading using imported materials to <br /> achieve a desirable grade for post mining industrial use. <br /> Only materials meeting the definition of inert materials from the DRMS Construction Materials Rules shall <br /> be accepted. <br /> Construction Materials Rules Definition: <br /> Inert Material means non-water-soluble and non-putrescible solids together with such <br /> minor amounts and types of other materials, unless such materials are acid or toxic <br /> producing, as will not significantly affect the inert nature of such solids. The term includes, <br /> but is not limited to, earth, sand, gravel, rock, concrete which has been in a hardened state <br /> for at least sixty(60)days, masonry, asphalt paving fragments, and other inert solids. <br /> All loads shall be screened prior to import. Some materials, such as recyclable concrete and asphalt, may <br /> be segregated and processed for beneficial use. Materials of sufficient size to potentially create a void <br /> will be reduced to a smaller size prior to placement as fill. Materials will be placed in layers to mitigate <br /> settling and voids.
