1.0 INTRODUCTION <br /> Loveland Ready-Mix Concrete, Inc (LRM) proposes the construction and operation of a <br /> new sand and gravel mine and associated concrete batch plant (Project) near the <br /> unincorporated community of LaPorte, Colorado. The Project is approximately one-half <br /> mile west of Taft Hill Road along existing County Road 54G in Larimer County (Site). <br /> The proposed operations will include aggregate resource recovery and concrete batch plant <br /> operations. As part of the regulatory approval process, the Colorado Division of <br /> Reclamation,Mining and Safety(DRMS)required that LRM submit a groundwater quality <br /> monitoring plan and sufficient data to determine baseline groundwater quality prior to <br /> mining. DRMS and the Colorado Department of Public Health and Environment(CDPHE) <br /> will use the Water Quality Control Commission(WQCC)Regulation 41: Basic Standards <br /> for Groundwater [i.e., Regulation 41 Standards, (WQCC, 2016)] to evaluate the Project's <br /> performance. <br /> 1.1 Site History and Background <br /> The Site lies approximately 4,000 feet north of the Cache la Poudre River (River) and <br /> contains alluvial sand and gravel deposited by the ancestral Poudre River(Figure 1). The <br /> area near the Project has extensive current and historical sand and gravel mining operations <br /> (Figure 2). The 126.58-acre site was and is, currently used for agriculture, with irrigated <br /> hay being the primary crop. The property is relatively flat, with a gentle slope toward the <br /> southeast. Previous owners have attempted to subdivide the site for development and failed <br /> due to poor public infrastructure available for drainage and stormwater management, <br /> leading to poor economic outcomes. <br /> LRM acquired the Site's six parcels in 2013 through early 2017, and began the permitting <br /> process for aggregate mining and supplemental batch plant operations. LRM installed 14 <br /> groundwater monitoring wells (Figure 3) in April 2017 and began routine water level <br /> measurements.
