REQUEST FOR TECHNICAL REVISION Mine ID# M-1993-035
Mine Name: Swan River Resource Location: Summit County
Upland Restoration
Reach B restoration contains approximately 10-acres of upland area that will be reclaimed. These areas will
consist of dredge material graded to varying and undulating landforms based on material quantities. Generally,
upland areas will be graded to form naturally appearing varying landforms with stable slopes and covered by a
minimum of six inches of unconsolidated soil growth media. This growth medium will consist of fine-grained
mineral soils (salvaged from the site) amended with imported organic soils, wood chips, biosolids, manufactured
fertilizers, humates and mycorrhizal inoculations. All grading will create a smooth transition into both the
riparian corridor and the existing natural uplands. Upland areas will be re-vegetated with an appropriate native
mountain big sagebrush community including species such as big sagebrush (Artemisia tridentate), rabbitbrush
(Chtysothamnus sp.) and buffaloberry(Shepherdia canadensis). Understory vegetation will include Rocky Mountain
fescue (Festuca saximontana), Indian ricegrass (Oryzopsis hymenoides), mountain brome (Bromus marginatus),
western wheatgrass (Pascopyrum smithii) or Canada wildrye (Elymus Canadensis). Wetland
Features
Within the overall Project Site, several potential locations for wetland development have been identified
alongside the proposed channel alignment. These locations are in close proximity to groundwater, adjacent to
the proposed stream channel alignment, and integrate well with the surrounding final landscape. In consideration
of the overall Reach B restoration reclamation, it is anticipated that approximately two (2) acres of wetland
habitat will be created. The intent is the wetland areas would interact both with local groundwater and be fed
from surface water at times of higher flows.A low permeability soil material would be placed below the wetland
to minimize vertical water loss in locations where the groundwater level is lowest.Wetland would be seeded
and plugged. Available willows impacted during excavation can be transplanted in the wetlands where feasible.
The following table provides a summary of the proposed restoration reclamation components within Reach B.
Project Component Quantity Description
Project Component Quantity Description
I Mass grading-land —21.5 acres Mass grading and land contouring to natural valley form and
Contouring 130,000 CYDs reconnect groundwater interactions.
2 New Channel Creation 4,810 feet New channel excavated in approximate alignment of pre-
-2.4 acres disturbance channel.Average channel excavation is
approximately 23 feet bankfull width and depths from I.I to
3 feet.
3 Low Permeability Layer —4.4 acres A low permeability liner constructed below the new channel
8,400 CYDs and riparian zone to minimize infiltration/water loss from
the constructed channel and wetlands areas. Formed from
processed compacted native fines and gravel.
4 Aquatic Habitat —19/19 Within the new channel riffle-pool-glide sequence will be
Instream Riffle-Pool- formed for aquatic habitat and instream bed form diversity
Glide along with non-structure micro habitat features.
Sequences/Micro-Habitat
6 of 7
