Loveland Ready-Mix Concrete, Inc.
M1974-069 AM03,TR 1 April 6,2020
laboratory tests will be submitted to the SEO and DRMS in accordance with Section 2.0,
Construction Standards, of the State Engineer Guidelines for Lining Criteria for Gravel Pits.
Once it has been demonstrated the liner has met the 90 day Initial Liner Test Performance
Standards, per the requirements of Section 3.0 of State Engineer Design Standard, topsoil will be
spread to the bottom and leveled for harrowing and reseeding as described above. A typical cross
section of the completed lined cell is included in Exhibit F2.
The 4 foot berms built along Wilson and 1st Street that screens Cell 21 will remain in place.
Water Budget Accounting and dewatering obligations are discussed in Exhibit G, Water
information.
The settling ponds, Cells 5 and 6 on the south side of the river have gradually filled in with wash
fines and are partially reclaimed. There is adequate augmentation water available to augment the
current exposed water surface in each of these Cells so the current reclamation plan for these
ponds is to, finish, grade, and seed the current areas as needed to meet the overall intent of the
Reclamation Plan. Up to 6.66 acres of exposed water surface is allowed for the 2 cells, however
it is predicted that final exposed water surface will be 3.25 acres. Provisions for 7.45 of
revegetation is included in the reclamation cost estimate. Existing willows and cattails will remain
in areas that support their growth as they provide an opportunity for some diversity for wildlife
habitat.
No additional inert fill brought in from off site will be taken in Cell 14. The current backfilled
area will be covered with 6 inches of topsoil and seeded with a grass mix. . The north end of
Cell 14 has since established grass, rabbit brush, willows, and cattails within some of the lower
areas providing some diversity and wildlife habitat, this will remain. LRM has conservatively
allowed for a potential exposed water surface of 13.5 acres in the augmentation plan. The
current Reclamation Plan Map appropriately shows the north end of Cell 14 as "open water"
because throughout the year as the water table changes there is a potential for exposed water.
The perimeter channel around Cell 18 naturally drains ground water to Cell 14. Most of Cell 18
will return to pasture, with willows, shrubs, and trees naturally establishing themselves along the
ground water drainage channel providing an opportunity for diversified wildlife habitat and
shelter.
The mixture of grass seed used for reclamation depends upon the availability of the seed and the
conditions of the area to be seeded. Using a list of possible grasses mixes recommended by Pawnee
Butte Seed Co for this area, the following preferred or approved equal will be used.
Type %of Mix
Pubescent Wheatgrass 30
Indian Ricegrass 15
Western Wheatgrass (Barton) 30
Side Oates Grama(Vaughn) 15
Blue Grama 10
