MANAGEMENT <br /> i I <br /> January 31, 2020 <br /> FINAL BOND RELEASE LETTER <br /> Garfield County Planning Department <br /> 109 8th Street, Suite 401 <br /> Glenwood Springs, CO 81601 <br /> Dear People: <br /> CB Minerals Company, LLC is responsible for the Coal Ridge No. 1 Mine under Division of <br /> Division of Reclamation Mining and Safety, Permit No. C-1984-065. Mine site reclamation <br /> commenced in early May 1994 and demolition, portal sealing, backfilling, grading and seeding <br /> were complete by the end of August 1994.The sediment pond was backfilled, graded and <br /> seeded during October and November 2015. <br /> One provision of the Division of Reclamation Mining and Safety's Rules is that the mine must be <br /> bonded for the estimated reclamation cost. The Division of Reclamation Mining and Safety <br /> released a portion of the bond in 1995 after backfilling and grading of the site was complete. <br /> Additional bond was released after vegetation was established. CB Minerals Company, LLC has <br /> formerly requested a Phase III bond release from the Division of Reclamation Mining and Safety. <br /> CB Minerals Company, LLC has a bond liability of $43,200 and has requested that the entire <br /> amount be released. In accordance with the Division's Rule 3.03.2(1), CB Minerals Company, <br /> LLC is required to send written notice of its full and final bond release request to adjacent land <br /> owners, surface owners and various local governing bodies. <br /> The area for which final bond release is being requested is at the Coal Ridge No. 1 Mine which is <br /> located approximately 3 miles east of New Castle, south of the Colorado River in the Grand <br /> Hogback region in Garfield County. The reclaimed mine site is located south of the right-of-way <br /> of county road 335 in the NW/4 and the W/2NE/4 of Section 6, Township 6 South, Range 90 <br /> West, 6th P.M. Vegetation studies performed in 2018 and 2019 have shown that the target <br /> reclaimed plant communities meet Phase III Bond Release success criteria and satisfy CB <br /> Minerals Company's approved reclamation plan. Ground cover and production of perennial <br /> plants within the reclaimed areas are comparable to adjacent undisturbed native communities <br /> and plant succession is progressing in a positive direction, indicating that plants are <br /> self-sustaining. <br /> Sincerely, <br /> J.
