PERMIT#:M-2019-058 <br /> INSPECTOR'S INITIALS:BFB <br /> INSPECTION DATE:February 25,2020 <br /> OBSERVATIONS <br /> This pre-operation inspection was conducted in response to a new 112c Reclamation Permit Application for the <br /> Keenesburg No. 2 Mine, File No. M-2019-058. Brock Bowles and Michael Cunningham of the Div. of <br /> Reclamation, Mining and Safety conducted the inspection. Timothy McCarthy and Mary Brown of the Schedio <br /> Group represented the applicant, Colorado Sand Co. The weather during the inspection was overcast,the <br /> temperature was 25, and winds were about 25 mph with blowing snow showers. The ground was free of snow <br /> and frozen. <br /> The 112c application was received by the Division on November 27, 2019. The application was deemed <br /> complete for filing purposes on December 10, 2019. The affidavit of publication was received from the <br /> operator on March 2, 2020. The required public notice was run on Jan 15, 22, 29 and Feb 5. The public <br /> comment period closed on February 25, 2020 and no comments were received. The public notices required by <br /> Rule 1.6.2(1)(b)were posted and observed along Road 59. The proposed mine site is located approximately 3 <br /> miles NE of the town of Keenesburg. The decision date for this application is March 9, 2020. <br /> The application proposes to permit 2,925.93 acres for the purposes of mining sand. The topography of the <br /> proposed mine site is mostly flat with a few gently rolling hills. The vegetation was mostly comprised of short <br /> grasses with a few scattered forb stalks. The area was recently grazed and the vegetation was grazed close to <br /> the ground and some areas bare, especially around the ponds in Ennis Draw. Very few shrubs were seen on the <br /> site. Some yucca pants were noted but were sparse across the site. No trees were seen. The topography and <br /> vegetation of the mine site appears consistent with the description provided in the application. <br /> Fencelines, gates, ranch roads, well heads, water wells, stock tanks and overhead power lines were inspected to <br /> verify the accuracy and completeness of Map C-1 Relevant Features and Surface Owners. Most of the <br /> infrastructures documented on Map C-1 are underground, so it was difficult to verify these structures. Markers <br /> were seen at various places across the site showing locations for some of the features. These markers were <br /> consistent with Map C-1. A blue marker was seen in the Ennis Draw area that marked a water line. The <br /> waterline feature is on Map C-1 but is not described in the legend and will need to be added. Overall, Map C-1 <br /> appeared to be accurate and complete. <br /> One of the ponds in Ennis Draw contained water and was mostly frozen. The other ponds in the draw were dry. <br /> The ranch roads were well maintained and used often to access the oil and gas infrastructure across the area. <br /> Page 2 of 5 <br />
