Cell Pit 18 We believe Task 005 in the Divisions revised bond estimate is incorrect. <br /> MIN 0 t Our reasoning is outlined below. <br /> LOVELAND1. Seeding at Cell 18 has been substantially completed with a solid base of <br /> R EADY•MIX revegetation established. LRM currently leases this area to a local farmer who <br /> grazes cattle over the entire Cell 18 during summer months. Photo 20 from <br /> CONCRETE the inspection report was taken during winter, after the cattle had been taken <br /> off for winter and a heard of elk had moved in and grazed it down even <br /> further. It does not accurately depict the current vegetation. <br /> 2. Attached Photos taken during the winter of 2017, spring 2018, and in March <br /> PO BOX 299 2020 provide a much better depiction of the success of the revegetation. <br /> LOVELAND, CO 80539 Minimum weed control is needed at this time. <br /> OFFICE 970.667.2680 We see absolutely no need to interseed Cell 18, and the 2020 Annual Report map will <br /> FAX 970.667.0092 be amended to show that reclamation is substantially complete. Weed control is an <br /> ongoing requirement for the entire mining site, however, LRM is not opposed to a <br /> representative bond amount to cover weed control for 2 acres of Cell 18. <br /> Our revised calculations for Task 005 is$2,807. <br /> Cell/Pit 14 We believe Task 001 in the Divisions revised bond estimate is incorrect. <br /> Our reasoning is outlined below. <br /> 1. LRM has recently decided to discontinue allowing our contractors to deposit <br /> inert fill in Cell 14. A copy of the letter sent to our contractors advising them <br /> of this decision is attached. With the discontinuation of this program, <br /> backfilling of Cell 14 will be minimal as it will consist of small amounts of <br /> returned and dried concrete from our mixer trucks only. <br /> 2. Prior to the 2013 flood, the north end of Cell 14 did consist of open water <br /> throughout the year. Damage from the flooding have changed the topography <br /> by partially filling in Cell 14 and creating a channel through to Pit 7. The north <br /> end of Cell 14 has since established grass, shrubs, and cattails growing with <br /> some of the lower areas acting as wetlands. Photo 17 in the report shows the <br /> NE corner of Cell 14 and the current vegetation. Attached is photo that shows <br /> NE corner looking east that shows existing vegetation with portions of <br /> exposed water surface. <br /> 3. As seen on the attached Figure 1, LRM has conservatively allowed for a <br /> potential exposed water surface of 13.5 acres. The current Reclamation Plan <br /> appropriately shows the wetland area as"open water" because throughout <br /> the year as the water table changes there is a potential for exposed water. <br /> 4. LRM believes the north end of Cell 14 meets the overall strategy and intent of <br /> the Reclamation Plan, "to leave a series of open meadows, wetlands, and <br /> ponds interconnected by landmasses...", and is an appropriate reclamation <br /> use. <br /> LRM does not agree that the Division needs to hold a bond for backfilling the entire <br /> north end of Cell 14. Additional backfill is not required to meet the intent of the <br /> Reclamation Plan. <br /> 3IPage <br />
