inches of lift B soil, overlain by 22 inches of lift A topsoil. <br /> Zone 1 is located further to the east of the Zone 3 area. Zone 1 topsoil required replacement thickness is <br /> made up of 34 inches of lift B topsoil,overlain with 14 inches of lift A topsoil. <br /> Zone 2 area required 14 inches of lift A topsoil. There are two sub zone 2 areas. Zone 2A consists of a <br /> narrow band along the west and southwest side of the Zone 3 area. Zone 2A requires 14 inches of Lift A <br /> topsoil replacement. Zone 2B consists of a 2.87 acre parcel that contains reserved lift A and lift B <br /> topsoil stockpiles for the landowners use when leveling future differentially settled areas of the field. <br /> Zone 4 was undisturbed by mining activities and represents the Irrigated Cropland Reference Area. <br /> Zones 3 and 4 are considered Prime Farmland. Zones 1, 21 2A, and 2B are not defined as Prime <br /> Farmland. <br /> Topsoil was replaced on the Irrigated Cropland parcel (IC-1) in 2015. The operator included Map 3; <br /> IC-1 Topsoil Replacement in SL22 application. Map 3 verifies 2 feet of A lift topsoil replaced in <br /> Zone 3. Over 12 inches (extrapolating 14-16 inches based on the map) of Lift A topsoil replaced in <br /> Zone 1. The western portion of Zone 2 shows 2 feet of Lift A topsoil replacement. Map 3 also <br /> shows 5550 cubic yards of Lift A, and 4070 cubic yards of lift B topsoil remain stockpiled in Zone <br /> 2B for the landowners' use for differential settling mitigation. At the time of the bond release <br /> inspection the landowners had recently cut the alfalfa hay and the crop was drying. No verification <br /> topsoil holes were dug in this field during the bond release inspection due to the crop activity, and <br /> topsoil laydown has been previously documented. Mine records, landowner verification, and <br /> previous inspection records are adequate to document the topsoil replacement in this field. The <br /> landowners had observed topsoil replacement, and did not express dissatisfaction with the completion. <br /> The landowner noted that ongoing differential settling of the irrigated field results in isolated <br /> ponding, sprinkler wheel compaction, and limited rill formation. The field is irrigated with center- <br /> pivot sprinkler system and portions of the field are irrigated with side-roll sprinklers. As per previous <br /> agreements between the mine operator and the land owner, correction of the low spots is already <br /> planned,with resources stockpiled for this purpose. The Division recommends ERMR and <br /> landowner consult with NRCS for recommended control practices. <br /> Irrigated Pasture <br /> Irrigated pasture parcel,IP-9 is requested for phase II bond release and accounts for 12.9 acres. IP-9 is <br /> located in the SW 1/4, SE 1/4 Section 36 T47N R16W. This parcel was still being irrigated during the <br /> inspection. Topsoil was replaced on parcel IP-9 in 2014. Topsoil replacement thickness averaged 35 <br /> inches on IP-9. Permit Section 2.05.4 defines the IP-parcel as Zone 5 topsoil replacement requirements <br /> (Map 2.05.4-9,and Table 2.05.4(2)(d)-4). Zone 5 reclaimed areas are required to receive a minimum of <br /> 21 inches of"Mixed"topsoil over minimum of 30 inches of Bench 1 surface spoil. The mean 35 inches <br /> topsoil thickness measured on IP-9 exceeded the required 15 to 24 inches topsoil required in this <br /> location. Annual reclamation reports for applicable years of topsoil replacement also provide <br /> confirmation of replacement depth. Topsoil replacement thicknesses shown on SL22 Map 2 confirm <br /> adequate topsoil replacement in these parcels. <br /> Permit Number C1981-008:SL22 Page 9 of 17 <br />
