Excavation Construct King III Portals at the Coal Seam Outcrop <br /> Along the East Side Slope <br /> Technical Revision TR-29 proposes to construct three King III portals and <br /> access roads at the coal seam outcrop, along the east side slope above <br /> the stacker and south edge of the topsoil pile. <br /> An access road, along with buried utility lines, will be continued from the <br /> northwest corner of the Substation and around the north side of the #2 <br /> Stacker coal pile to connect with the aforementioned portal access roads <br /> (See maps King II-007, King II-007A and King II-007M). This road lies <br /> within previously disturbed areas. Vegetation and reclamation are <br /> discussed elsewhere in this document. <br /> KING III MINE BENCH <br /> The surface disturbed area includes the surface facilities area, the mine <br /> bench and the access road to the mine bench. TR-29 would add an <br /> additional 2.51 acres to the King II mine disturbed area. Total disturbed <br /> acreage after TR-29 construction is estimated to be 25.21 acres. All <br /> surface facilities for the support and processing of coal are constructed <br /> as shown on map King II-007 (TR-29) (Operations Plan and Surface <br /> Features Map). No surface mining operations exist on the project area; <br /> all coal extraction activities are to be confined to the underground King II <br /> & King III Mine. Map King II-007 (TR-29) shows the operations area <br /> which includes the original and the King III mine benches. <br /> A stable sloped highwall is cut to provide a bench for the portal areas. <br /> The highwall is at the outcrop of the coal seam being mined. Material <br /> excavated to construct the portal face-up and access roads will be used <br /> to level the mine bench and provide cut/fill material. The highwalls, <br /> access roads and drainage features are shown on map King II-007 (TR- <br /> 29) and are included within the boundaries of the surface disturbed area <br /> of 25.21 acres. TR-29 access road designs are shown on map King II- <br /> 007M (TR-29). <br /> Spoil material from the earth worked areas will remain in the general <br /> facilities area in the west drainage area for use as fill. Diversion <br /> channels (See Maps King II-007 (TR-29), A (TR-29), B, & C) divert the up- <br /> slope runoff around the disturbed areas. The reclamation plan calls for <br /> utilizing the soil stored in the Bermed Topsoil Storage areas for re- <br /> vegetating these areas upon abandonment of the mine. <br /> Maps King II-007 A thru G show the runoff flows in the mine plan area <br /> and the permit area. Sediment pond design, drainage plans and <br /> designed hydraulic structures located within the project area are certified <br /> by a professional engineer. These certifications are included in <br /> Appendices 10 8v 11.
