EXHIBIT E RECLAMATION PLAN <br />1. General Reclamation Plan <br />The total area of the permit is 106.7 acres. Much of the undisturbed areas are perimeter areas of the <br />pit and the access road. The access road is to be left in place for access to the reclaimed irrigated <br />fields. This consists of both the site entry road that reaches the facilities area and the internal road <br />that connects the pits to the facilities area. The visual natural berms will be left in place. This will most likely occur in small increments a few times per year, with <br />topsoil and overburden being placed in the previously excavated areas of the pit. See Map F for <br />details. Once the pit mines out the initial 5-10 acres, the pit will strip topsoil on 2-5 acres per year <br />and will place this topsoil directly on regraded mined out areas in back of the pit. In this way, <br />reclamation will be concurrent and the maximum pit exposed area at any one time will limited to <br />5-10 acres. This will also help reduce the exposed land area, which will reduce the size of the <br />reclamation bond and impacts to wildlife. The pit excavation itself will prevent on-site stormwater <br />from leaving the site until vegetation is sufficient to control erosion. <br />Topsoil will be salvaged from all mining areas. The expected topsoil thickness is 6 to 12 inches. <br />This is based on the soil horizons discussed in the soil report, as well as observations made on site <br />during exploration of the deposit. Mining will be done contemporaneously with the reclamation. <br />The maximum length of the pit wall will be 800 feet. Initially, topsoil will be stripped from an area <br />of approximately eight acres in the southern portion of Pit 1 (Map C-213).
