CMS CONTINENTAL MATERIALS CORPORATION <br /> Overview <br /> The Applicant, Continental Materials Corp. (CIVIC), proposes this mining plan (Plan)to accomplish <br /> the following objectives: <br /> 1. To stabilize the entire previously mined area at Pikeview Quarry. The design will increase <br /> the safety factors of the backfill slope and remaining highwalls and reduce the risk of <br /> future slides from occurring. <br /> 2. To fully reclaim the Pikeview Quarry to fulfill its obligations under its current CDRMS <br /> permit. <br /> This Plan includes placing a fill slope to buttress the landslide and eliminate nearly all of the <br /> existing highwall to reclaim the quarry. Fill material will come from imported material, grading of <br /> slopes throughout the site, and removal of granitic materials from the upper portions of the quarry <br /> wall. The primary purpose of this Plan is to reclaim the mine site; however, minimal mining and <br /> onsite processing of limestone, granite, or dolomite is expected to occur. The proposed final <br /> reclamation grading results in the surface topography shown in Exhibit C, with additional details <br /> on revegetation plans and reclamation drainage shown in Exhibits F and G, respectively. <br /> (a) Description of methods of mining to be employed in each stage of the operation as <br /> related to any surface disturbance on affected lands. <br /> The Applicant proposes traditional quarrying techniques to complete the Plan. Drilling and <br /> blasting, dozer push, and load and haul mining methods will be used to ensure the safety of <br /> operations. Most of the fill material will be moved with bulldozers, scrapers, or truck and shovel <br /> operations; however, some material in the highwalls may require drilling and blasting. Limestone <br /> that can be safely accessed and of saleable quality will be processed on site and sold. Other <br /> rock types and limestone of poor quality will be used as fill for the reclamation slopes. Material <br /> that is imported or sourced from areas lower in the quarry will be constructed in lifts in a bottom- <br /> up manner, and blasted material will be bulldozed down to construct the backfill slope. <br /> (b) Earthmoving Operations <br /> The Applicant proposes to use traditional earthmoving operations. Traditional mining methods, <br /> such as scrapers, truck and shovel operations, and bulldozing, will be used to construct the <br /> reclamation slope. Initial grubbing and clearing, along with the removal and stockpiling of topsoil <br /> will occur on newly disturbed areas. Bulldozers will be used to rip and excavate the weathered <br /> granite. Drilling and blasting will only occur high in the quarry and work in a downward progression <br /> to remove the granite. Bulldozers will push excavated material downhill to the reclamation slope <br /> configuration or to a loading area for haul trucks. Scrapers or a truck and shovel operation will <br /> be used to grade the lower areas of the quarry. The haul trucks or scrapers will transport the <br /> Pikeview Quarry Amendment 4 <br /> D-2 <br />
