PERMIT#:M-2016-015
INSPECTOR'S INITIALS: ECS
INSPECTION DATE:February 12,2020
OBSERVATIONS
This was a routine monitoring inspection conducted by Eric Scott of the Division of Reclamation Mining and
Safety (DRMS) of the Buffalo Hunter Lode, a 9.5 acre, 110c permit. Permittee Ed Lyons accompanied DRMS
during the inspection. The Buffalo Hunter Lode is located approximately 1 mile north of the town of
Silvercliff.
The permit is mined as needed for road base and landscaping material, the approved post mining land use is
rangeland. The current reclamation bond for the 9.5 acre site is $32,805. A review of the site file indicates
that this bond appears to have been calculated based on a 5 acre disturbed area. Approximately 5 acres were
disturbed at the time of this inspection. Disturbance of additional area will necessitate an increase in the
required reclamation bond.
The site identification sign was observed during the inspection (photo 1). The existing disturbance is currently
within the permit boundary. Although several permit boundary markers were located, some were obscured
by snow, and there are many claim boundary markers also present in the area that could be mistaken for
permit boundary markers. DRMS recommends the operator clearly establish the boundary of the permit area
in a way that is easily visible at all times and distinguishable from the other features in the area.
Although no excavation was taking place at the time of the inspection, heavy equipment and a crusher were
working on the north end of the site mine to process material into existing product stockpiles. There were
stockpiles of topsoil placed along the east permit boundary, and the historic cut that existed prior to mining
has been partly backfilled. The operator stated that they alternate working between the northern and
southern areas of the permit based on the material needed and equipment/space available.
Although no violations were noted at this time, DRMS would encourage the operator to monitor for and
control noxious weeds, prevent the impounding of surface runoff in the pit area by maintaining positive
drainage, and minimize the disturbed area where possible to in turn minimize-the required reclamation bond
amount.
No other issues were noted during this inspection.
Inspection Contact Address
Ed Lyons
Lucky VI Quarry
228 County Road 251
Westcliffe,CO 81252
