PERMIT#:M-2008-030
INSPECTOR'S INITIALS: ECS
INSPECTION DATE: February 5,2020
will be mined at 3:1 H:V slopes. Numerous highwalls were observed on site during the inspection
CORRECTIVE ACTIONS:The operator shall either bring the site into compliance with the approved mining plan,
or submit a Technical Revision, with the required $216 revision fee, to update and clarify the current approved
mine plan to reflect existing conditions and proposed activities by the corrective action date.
CORRECTIVE ACTION DUE DATE: 3/31/20
OBSERVATIONS
This was a routine monitoring inspection conducted by Eric Scott of DRMS of the Sessions Pit, an 80acre 112c
construction materials operation with an approved post-mining land use of reclamation. The current bond
posted for this site is $17,000. DRMS met with permittee Douglas Sessions at the site and toured the site with
him. The required site identification sign was present at the entrance to the site, however it will need to be
replaced as it is almost illegible at this time due to weathering (Photo 1).
The currently approved mining plan for the site states that no more than 15 acres will be disturbed at any one
time, and that all mining will be conducted at 3:1 H:V slopes. These commitments were made by the permittee
during the initial permitting process to minimize the required reclamation bond.
The current disturbed acreage is approximately 14 acres, and remains within the allowable limit. However, as
can be seen in photos 2-5, the mining practice utilized at the site (excavation with track-hoe from ground
surface/top of excavation) has resulted in numerous vertical walls throughout the disturbed area. These vertical
walls range from approximately 10-25 feet in height.
As stated above, the permittee will be required to regrade all existing vertical slopes to 3:1 or flatter within 30
days and provide documentation to the Division that this has been completed. Alternately, the permittee may
submit a Technical Revision, with the required $216 revision fee, to update and clarify the current approved
mine plan to reflect existing conditions and proposed activities by the corrective action date. Note that
increasing the disturbed area or.including highwalls in the mining plan will necessitate an appropriate increase
in the reclamation bond required.
If the permittee fails to bring the site into compliance with the approved mining plan, the Division will
recalculate the bond required to re-grade the existing slopes to 3:1 and issue an appropriate surety increase for
this permit. A surety increase revision will be sent to the operator under separate cover and the operator will
have 60 days from the date of the surety increase to provide the revised bond amount to the Division.
No other issues were noted during this inspection.
Inspection Contact Address
Doug Sessions
32416 Hwy 34
Wray,CO 80758
