PERMIT#:M-2008-030 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: February 5,2020 <br /> will be mined at 3:1 H:V slopes. Numerous highwalls were observed on site during the inspection <br /> CORRECTIVE ACTIONS:The operator shall either bring the site into compliance with the approved mining plan, <br /> or submit a Technical Revision, with the required $216 revision fee, to update and clarify the current approved <br /> mine plan to reflect existing conditions and proposed activities by the corrective action date. <br /> CORRECTIVE ACTION DUE DATE: 3/31/20 <br /> OBSERVATIONS <br /> This was a routine monitoring inspection conducted by Eric Scott of DRMS of the Sessions Pit, an 80acre 112c <br /> construction materials operation with an approved post-mining land use of reclamation. The current bond <br /> posted for this site is $17,000. DRMS met with permittee Douglas Sessions at the site and toured the site with <br /> him. The required site identification sign was present at the entrance to the site, however it will need to be <br /> replaced as it is almost illegible at this time due to weathering (Photo 1). <br /> The currently approved mining plan for the site states that no more than 15 acres will be disturbed at any one <br /> time, and that all mining will be conducted at 3:1 H:V slopes. These commitments were made by the permittee <br /> during the initial permitting process to minimize the required reclamation bond. <br /> The current disturbed acreage is approximately 14 acres, and remains within the allowable limit. However, as <br /> can be seen in photos 2-5, the mining practice utilized at the site (excavation with track-hoe from ground <br /> surface/top of excavation) has resulted in numerous vertical walls throughout the disturbed area. These vertical <br /> walls range from approximately 10-25 feet in height. <br /> As stated above, the permittee will be required to regrade all existing vertical slopes to 3:1 or flatter within 30 <br /> days and provide documentation to the Division that this has been completed. Alternately, the permittee may <br /> submit a Technical Revision, with the required $216 revision fee, to update and clarify the current approved <br /> mine plan to reflect existing conditions and proposed activities by the corrective action date. Note that <br /> increasing the disturbed area or.including highwalls in the mining plan will necessitate an appropriate increase <br /> in the reclamation bond required. <br /> If the permittee fails to bring the site into compliance with the approved mining plan, the Division will <br /> recalculate the bond required to re-grade the existing slopes to 3:1 and issue an appropriate surety increase for <br /> this permit.
