EXHIBIT C MINING PLAN <br /> 1. General Mining Plan <br /> The Existing Conditions Map shows the current conditions of the Horse Creek Pit. The pit will <br /> serve as a material source,borrow and sand,for road construction work on Colorado Project No. <br /> STA 0711-018 (20853)to resurface and improve State Highway 71, less than 1 mile from the site. <br /> Mining will disturb less than 20 acres delineated on the Mining Map. <br /> Mine access is via County Road T with access from Limon via State Highway 71. State Highway <br /> 71 is a paved road with nominal to no shoulders and County Road T is a gravel road without <br /> shoulders. The General Location Map in Exhibit A shows the site access locations. The southern <br /> and eastern borders of the property parcel are fenced with four strand barbed wire fencing. <br /> Mining of the 12-15 foot thick gravel deposit will progress to the north, east,and northeast from <br /> the site access location and hot plant, stockpile,and processing areas located in the southwest <br /> corner of the site. The pit will be regraded to 3H:1 V slopes,or shallower, in a manner that <br /> restores the site to its pre-mining drainage pattern. Groundwater is not anticipated to be <br /> encountered during mining and in the event that groundwater is encountered,the area will be <br /> backfilled with at least 2 feet of material and mining will not exceed that depth. <br /> The operation will exist as a long raw material for road base and asphalt is needed for the road <br /> construction job. A portable asphalt hot plant will be located in the southwestern corner of the <br /> site, see Mining Map for location. This area, as well as the stockpile and processing areas,will <br /> be prepped by removing and stockpiling topsoil for later reclamation. Mined and processed <br /> aggregate will be stored surrounding the hot plant area and the portable processing plant will be <br /> located east of the asphalt hot plant and aggregate stockpiles. <br /> 2. Mining Timetable <br /> The construction project is anticipated to fall of 2020, depending on weather. Mining is planned <br /> to begin January 2020. <br />
