1100318 R0T0 0811 JRW1 47 <br />8 Conceptual Reclamation Plan Necessary to <br />Stabilize Quarry & Recover Aggregate <br />Exponent has prepared a conceptual remediation plan to reclaim Pikeview Quarry. The intent <br />and elements of the conceptual plan presented herein are generally consistent with the plans <br />presented in the 1994 Amendment and 2000 Amendment with a notable exception. Because of <br />the Pikeview Landslide, the scope of the reclamation is substantially greater than prior <br />Reclamation Plans for Pikeview Quarry. The landslide has created a large unstable mass on the <br />west slope that must be removed (i.e., top portion of the quarry) or buried (i.e., bottom of the <br />quarry) in order to reclaim the quarry. The scope of the conceptual reclamation plan was <br />dictated by the December 2, 2008 landslide when the limits of the Pikeview Landslide were <br />established. Subsequent episodes of movement of the Pikeview Landslide have not altered the <br />reclamation plan scope, because these episodes of movement have been nested within the <br />boundaries of the Pikeview Landslide and have occurred on the same weak clay bed. <br />Two options for the conceptual reclamation plan are presented. The first, herein referred to as <br />Concept A, addresses the existing conditions of the Pikeview Quarry and reclaims the quarry <br />essentially as is. The second, herein referred to as Concept B, recognizes that commercially <br />useful limestone reserves exist at Pikeview Quarry and presents one alternative for mining these <br />reserves. Concept B has the added benefit of widening the base of the highwall slope thereby <br />creating additional storage capacity for the large quantities of fill that will be generated during <br />the reclamation. Both reclamation concepts for Pikeview Quarry are contained in Appendix 54. <br />Because of the westward extension of the Pikeview Landslide into the Pikes Peak Granite, <br />reclamation will, by necessity, occur outside the current Permit Boundary for Pikeview Quarry. <br />The additional area on the west side of the quarry required to remove the landslide and create a <br />stable slope extends outside the Permit Boundary further into United States Forest Service <br />property as shown in Appendix 54. The additional required area is approximately 10 acres for <br />both Concept A and Concept B. Access to this additional 10 acres is a necessary condition for <br />stabilization of the Pikeview Landslide and reclamation of the Pikeview Quarry. Without the <br />additional acreage, this stabilization and reclamation will not be possible.
