1100318 R0T0 0811 JRW1 12 <br />although small scale instability of individual benches within the Hole may occur.”25 The <br />available Adequacy Review comments do not address or query the stability of Area H, including <br />the efficacy of the prescribed backfill plan or the extent of the total length of the west wall that <br />was not backfilled at any one time.26, 27, 28 <br />Therefore, as with the Original Permit Application and Restated Permit Application for <br />Pikeview Quarry, the 1994 Amendment contains the results of engineering evaluations and <br />designs for further development, extraction, preservation of slope stability, and reclamation of <br />the quarry. Based on the available documentation, these designs were substantively <br />implemented at Pikeview Quarry except as modified by subsequent approved documents such <br />as amendments and technical revisions. <br />3.3 2000 Amendment <br />The 2000 Amendment was prepared by Banks and Gesso, LLC. The 2000 Amendment <br />contains, in part, engineering and geologic evaluations and designs for reducing the overall <br />slope of the lay back area to 1.5Horizontal:1Vertical and adding 26 acres of Federal Land <br />(United States Forest Service Land) to the Permit Area with 14.1 of those acres being Affected <br />Land. Figure 13 and Figure 14 show these area adjustments on the Mining Plan Map and <br />Reclamation Plan Map, respectively. The 2000 Amendment also contains details for the lay <br />back area in the added Permit Area and the change in the inclination of the reclaimed slopes. <br />The 2000 Amendment provides the following justification for the altered lay back inclination: <br />“The original estimate of land requirements for the layback project were based <br />on near vertical cliffs and a desired 2:1 reclaimed slope configuration. The <br />natural ridges west of the property line vary from 2.3:1 to 2.8:1.
