EXHIBIT L WORST CASE RECLAMATION SCENARIO
Mining at the Bradford Mesa Quarry will mine a total of 468.6 acres with a total of 569.1 acres
of disturbed land. These totals do not include the southern potential rail loop outside of the
Huerfano County CUP boundary. Given the length of time it will take to mine this entire site
(>40 years),the Operator will phase the mining plan.
Due to the type of mining, dozer push-down, no backfilling is necessary to create 3H:1 V
reclamation slopes. The maximum 300 foot active highwall may require blasting to create a
3H:1 V slope, where needed. Therefore, bond calculations are based on highwall blasting and
grading and placement of topsoil for a projected 90 acres of disturbed land at the time of final
reclamation: 30 acre processing area and three approximately 20 acres phases. An additional 10
acres of topsoil will be necessary to reclaim the current 10 acre area of open dump.
The following reclamation tasks will be required.
• Mobilization of equipment<45 miles = $20,000.00.
• Active highwall blasting and grading: 300 feet of roughly 1H:1 V slope will be blasted
back to 60 feet from the highwall surface at depths to create a 3H:1 V slope at a final
height of 20 feet(Figure 14). Roughly 6,666 CY of blasting at various depths at
$3.00/CY =$19,998.00.
• • _ 1
lip
s
20' _.
60' 3H:1 V Final
Various Drilling Reclamation Slope
Depths
Figure 14.
