This application addresses the issues and questions listed in the Division's <br /> findings document for our midterm review(MT-05). I have two adequacy items related to this <br /> application, and both are related to land access, also known as right of entry. <br /> In the findings document(Item 3 on page 9),the Division stated that, as necessary,BRL should update <br /> any access agreements in the PAP. Although the MR-203 application includes two access agreements to <br /> be placed in Volume IIIB,Tab 25, and the current PAP includes some agreements in Exhibit 1, Coal and <br /> Water Rights,the Division has two requests: <br /> 1. Compile all right of entry information into one location. This could be the existing Exhibit 1 <br /> (for clarity, rename it"Coal,Water Rights, and Right of Entry Information" or something <br /> similar), or it could be another exhibit. <br /> 2.
