Compliance With Mine Plan N - Support Facilities Not On-site <br /> N - Other N - Special Categories Of Mining <br /> N -Processing Waste N - Topsoil <br /> COMMENTS <br /> This was a complete inspection of the Seneca Mine, C 1982057,operated by Seneca Property LLC. The inspection <br /> was conducted, and the report prepared by me,Robin Reilley of the DRMS. Miranda Kawcak representative of <br /> Seneca Coal Co.was present throughout the inspection. The weather was cloudy with temperatures ranging in the <br /> 30 degrees F. Snow had fallen the night before and roads were only accessible a short distance beyond Pond 6 to <br /> the well house. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Main haul roads were snow covered and not plowed so were impassable throughout the site. No offsite air quality <br /> issues or hydrologic impacts were observed at the time of inspection. Reclamation visible from the county road <br /> appeared stable. Observable ponds appeared to be functioning adequately. <br /> SIGNS and MARKERS—Rule 4.02 <br /> o The mine site identification sign observed were intact,displaying all required information. <br /> ROADS Rule 4.03 Construction 4.03.1(3), 4.03.2(3);Drainage 4.03.1(4), 4.03.2(4); Surfacing and <br /> Maintenance 4.03.1(5) and(6) 4.03.2(5)and(6). <br /> o Roads in and around the facilities were snow covered and impassable. Roads are not plowed. <br /> HYDROLOGIC BALANCE-Rule 4.05 <br /> General Requirements 4.05.1; Effluent Standards 4.05.2; Divergence and Conveyance of Overland <br /> Flow 4.05.3;Diversions 4.05.4; Sediment Control Measures 4.05.5, 4.05.6; Discharge Structures 4.05.7 <br /> Impoundments 4.05.9; Ground Water Monitoring 4.05.13; Underground Mine Entry 4.05.10; <br /> Surface and Ground Water Monitoring 4.05.13;Stream Buffer Zones 4.05.18: <br /> o Pond 6 was observed and found to have inflow from spring above.
