The first aspect of the construction work for the facilities was the removal of topsoil from <br />areas to be used at the loadout operation. Topsoil was placed into stockpiles strategically <br />located in stable areas to avoid both wind and water erosion, unnecessary compaction and <br />contamination. In addition, all stockpiles are appropriately marked with a conspicuous sign <br />made of durable material. To further prevent erosion, temporary revegetation of the <br />stockpiles has been completed. <br />Coal Loadout Facility <br />The TCC loadout consists of truck scales for the weighing of coal, raw coal storage areas, <br />flush mount truck dump belt feeder, 8' x 24' triple deck primary coal screen, 18" x 36" triple <br />roll coal crusher, 5' x 16' double deck secondary coal screen, rail car loading bin, and rail car <br />puller. Associated and support facilities for the loadout consist of an office/house structure, <br />garage for storage of equipment, employee bath -house , two (2) small warehouse building, <br />truck fuel storage area, and three (3) story control tower. <br />A description of the operation of the TCC loadout facility is as follows: <br />• Coal is delivered to the Loadout Facility by highway trucks from various independent <br />coal mining operations under contractual obligation to the Operator. Coal truck <br />ingress /egress to the loadout facility is via paved haul road from old State Highway <br />133 to the loadout area. All incoming coal is weighed on TCC truck scales prior to <br />receipt at the facility. <br />• A typical operating situation requires delivered coal to be deposited directly into the <br />truck dump bin. However, on occasions when coal is not being processed (such as <br />for breakdown of processing equipment, lack of rail cars for loading, etc.) coal will be <br />stockpiled in raw coal storage areas within the facility. Raw coal stockpiles will be <br />maintained at adequate levels to insure continuing operations during times when <br />direct truck coal feed through the truck dump is not available. <br />The screening process involves the separation of various sizes within the raw coal, <br />dependent upon customer demand and requirement. Generally three (3) products are <br />made at the TCC facility; stoker, lump, and fines. On a typical basis, as received coal <br />typically contains approximately 5 percent fines, 85 percent stoker, and 15 percent <br />lump. Coal obtained from the Oxbow Mining, LLC operation is pre- screened to <br />reduce the amount of fines. <br />• Limited coal crushing is performed at the loadout facility. After initial size <br />separation, only that portion of the coal larger than required for customer shipment is <br />crushed.
