Topsoil stockpiles will be seeded with the reclamation seed mix detailed in Exhibit E (Table 3.1
on page E-10). This seed mix was verified as adequate for the Bradford Mesa area by Anthony
Arnhold of the NRCS Colorado Area 2 Office which includes Walsenburg, Colorado on
December 17, 2019.
22. What is the timeframe for the groundwater well installation?
The groundwater well will be pursued with the Colorado Division of Water Resources once
augmentation water is secured through the Huerfano County Conservation District which is in
process. This timeframe is contingent on the Huerfano County Conservation District which
indicated an average 180-day processing period.
23. The Division would like the Applicant to commit to giving the Division copies of the
augmentation plan (if relevant), well drilling and construction documents, and DWR
approval document for the well installation and proposed usage.
The Applicant acknowledges the Division requirement of submitting copies of the augmentation
plan, water well permit application and approval, and well drilling and construction documents.
Said documents will be supplied to the Division as soon as they are finalized and/or granted.
24. What is the reclamation plan for the proposed well?If it is to be left after reclamation
please submit an affidavit from the land owner requesting it be left after completion of
reclamation.
The proposed well will remain following mining. See the attached affidavit from the land owner
detailing said request in Exhibit G.
Exhibit E—Reclamation Plan (Rule 6.4.5)
25. The Division requests the Applicant replace clover, as cover crop for topsoil and
overburden berms, with a native species, or utilize the final reclamation seed mix to help
establish a beneficial seed bank or contact the local office of the Natural Resource
Conservation Service (NRCS) to get a formal recommendation.
All topsoil and overburden berms will be seeded with the reclamation seed mix detailed in
Exhibit E (Table 3.1, page E-10). This seed mix was verified as adequate for the Bradford Mesa
area by Anthony Arnhold of the NRCS Colorado Area 2 Office which includes Walsenburg,
Colorado on December 17, 2019.
26. If a Technical Revision for the rail spur is submitted for Division's approval please
include a signed affidavit by the landowner requesting it remains after reclamation is
complete.
A Technical Revision will be submitted to the Division for the rail spur. Please see the signed
affidavit by the landowner detailing this intent in Exhibit E.
Bradford Mesa—Preliminary Adequacy Response 7
