January 16, 2020 G 1981-012/New Elk Mine RDZ <br /> No problems were seen at Containment Areas 1,2, 3,4, or 5. Vince Massarotti indicated that he stills plans to <br /> clean Containment Area 5 as soon as practical. <br /> Ponds OOlA, 004A, 007A,and 08 were inspected.None of them were discharging or appeared close to <br /> discharging. Pond 004A was dry except for a small amount of snow. Other ponds contained some water. NECC <br /> staff were not pumping water between ponds during the inspection. No significant issues were seen with the <br /> embankments or spillways of any ponds, and the liner at Pond OOlA appears intact. <br /> No problems with the SAES were identified. Particular attention was given to the SAE by the mine entrance,the <br /> one east of DWDA#2, and the one by Pond 007A. <br /> No problems were seen with ditches or culverts. Particular attention was given to ditches D 10 and D l0A near the <br /> main entrance to the mine,D14 next to the DWDA#2,and D32 next to the Raw Coal Storage site. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> NECC staff need to develop information (including maps)that clearly delineates where pre-law <br /> disturbance is located at the New Elk Mine. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> No erosion was seen on the reclaimed portion of the RDA(the lower part). The ditches above and beside <br /> the reclaimed area are in good shape. <br /> No puddles were seen with the upper portion of the RDA(the portion that still requires reclamation), and it <br /> appears to be graded well. The piles of pond cleaning material should be watched closely and re-configured or <br /> spread, as necessary, to prevent ponding of water. Some rills on the pile are over a foot deep and should be <br /> repaired by NECC staff in 2020,preferably in the next couple months. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5)and <br /> (6)/4.03.2(5) and(6),Reclamation 4.03.1(7)/4.032(7): <br /> The road to the RDA needs maintenance to repair rills. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> At the Jansen Loadout,significant cheat grass was seen.
