EXHIBIT H Skull Creek Sand Project <br /> mule deer population,Severe Winter Range as that part of the overall range where 90%of the individuals <br /> are located when the annual snow pack is at its maximum and/or temperatures are at a minimum in the <br /> two worst winters out of ten,Winter Concentration Area as that part of the winter range where densities <br /> are at least 200%greater than the surrounding winter range density during the same period used to define <br /> winter range in the average five winters out of ten and Winter Range as that part of the overall range <br /> where 90 percent of the individuals are located during the average five winters out of ten from the first <br /> heavy snowfall to spring green-up, or during a site specific period of winter as defined for each DAU. <br /> Winter range is only delineated for migratory populations. <br /> Deer within the Project Area are part of the Rangely herd (DAU D-6) as defined by CPW. The draft "Game <br /> Damage Annual Fiscal Repot Fiscal Year 2018" list the Rangely herd Target Population as 7000, but has a <br /> 2017 Post Est. Population of 953 which is only 14%of Target. <br /> Approximately 458 acres of Mule Deer Overall Range falls within the Project Boundary, of which, <br /> approximately 144.6 acres will be within the Affected Land disturbed by mining. Mule deer Severe Winter <br /> Range has been depicted in relationship to the project area on Figure 8. <br /> General Effects during Mining and After Mining <br /> As stated previously, disturbance from mining will occur on approximately 144.6 acres. Mining is short <br /> term, expected to take approximately two years. Disturbance will occur incrementally with the smallest <br /> area disturbed to begin operations. As the initial block is mined out (beginning on the east) and the <br /> second block is being mined,the first block will be backfilled from the current excavation. Continuing in <br /> this fashion allows Uinta Mining to proceed with reclamation of the backfilled portions of the mine as <br /> mining continues to the west or preform "concurrent reclamation". <br /> Final reclamation is designed to restore disturbed areas to a safe, stable condition and to reestablish the <br /> productivity of the land consistent with the postmining land use. The proposed postmining land uses of <br /> wildlife habitat, and water shed reflects the pre-disturbance use of this and adjacent areas, existing land <br /> use plans and policies, and practical constraints relative to land use capability and condition. <br /> The Skull Creek Sand Project reclamation plan has been designed to successfully meet these objectives <br /> and will result in effective temporary stabilization, and a postmining configuration which blends with the <br /> surrounding terrain and provides environmental values consistent with or superior to those which existed <br /> prior to mining. <br /> It is anticipated that displacement of mobile wildlife due to mining related surface disturbance will largely <br /> affect only those species and individual animals which utilize the limited area encompassed by the mine <br /> surface disturbance. Given that the numbers of potentially displaced wildlife will be small due to limited <br /> populations and the small total surface disturbance area,the ability of the surrounding habitats to absorb <br /> these immigrants should be adequate. The greatest potential for significant impacts of this type may be <br /> associated with the displacement of any small mammals and birds utilizing the area. <br /> During initial site earthwork and subsequent facility construction, less mobile wildlife which occupies <br /> previously disturbed and adjacent undisturbed habitats affected by the surface disturbance activities may <br /> be lost. Affected wildlife could include species groups such as lizards,snakes, small rodents, and younger <br /> or older individuals of other small mammal groups whose mobility may be limited by age.
