VALUATION OF SELECTED HENDERSON MILL WATER RIGHTS <br /> November 2019 <br /> Figure 3-1 shows the general locations of major calling water rights in the Colorado River <br /> basin. The Incidental Water Rights are senior to the Cameo Call and Williams Fork <br /> Reservoir water rights. However, the Incidental Water Rights are often called out during <br /> the late summer through the winter by the senior Shoshone Power Plant call. In extreme <br /> drought years, the Incidental Water Rights may only be available during the high runoff <br /> period (typically in parts of May and June). <br /> In addition to the Shoshone Call and the Cameo Call, water rights on the Williams Fork <br /> River are subject to calls from the 1935 and 1956 priority storage water rights of Denver's <br /> Williams Fork Reservoir located near the confluence with the Colorado River. However, <br /> the Incidental Water Rights are all senior to the Williams Fork Reservoir storage water <br /> rights. <br /> The yields of the Incidental Water Rights were analyzed over a study period from 1988 <br /> through 2018 using the procedure outlined below. This study period includes a <br /> representative variety of wet, average, and dry years. <br /> • Determine the days in priority by comparing the administration number of the <br /> water right to the administration number of the calling water right. <br /> • Allocate the water physically and legally available to the water rights in order of <br /> priority from senior to junior. <br /> • Limit diversions to the season of use. <br /> • Limit diversions to the decreed diversion rates of the individual water rights and <br /> combined diversion limits. <br /> • Apply individual and combined monthly and annual volumetric limits to water <br /> rights. <br /> • Apply other decreed terms and conditions as applicable. <br /> • • Compute the average annual yield during the 1988 through 2018 study period. <br /> • Limit the average annual yield by the decreed long-term running average annual <br /> volumetric limit. <br /> Although the Incidental Water Rights are sometimes out-of-priority, the results of the <br /> yield analysis indicate that these water rights were available at the annual volumetric limit <br /> (704 acre-feet) in every year of the 1988 through 2018 study period as summarized in <br /> Table 3-1. <br /> Spronk Water Engineers,Inc.
