Shores Substitute Water Supply Plan
December 18, 2019
Dewatering depletions (2015-2017) 3,026 10,000 72,300 0.2
Dewatering accretions (recharge)(2015-2017) 21619 10,000 72,300 0.2
The attached Table 7b provides a monthly schedule of lagged depletions to the river system due to
operational losses, shown to be 46.42 acre-feet during this SWSP approval period. Including
depletions due to past dewatering activities, the total lagged depletion to the river system during
this SWSP approval period is 53.31 acre-feet, as shown on Table 7b.
For purposes of this SWSP it will be assumed that depletions will accrue to Saint Vrain Creek at a
location in the NE1/4 of the SW1/4, Section 36, Township 3 North, Range 68 West, 6t" P.M. at a
location approximately 1440 feet from the south section line and 2635 feet from the west section
line.
Replacements
The proposed sources of replacement for the Shores pit are approximately 65 acre-feet of water
stored in Pond E that was filled during free river, and 1.3 Rural Ditch Company shares owned by
the Applicant.
Water stored during free river
An onsite rain gage will be used to determine the amount of rain water captured in Pond E, and
such water will be released using a metered pump discharge. The stored water will be measured
using a staff gage placed in the reservoir. The Applicant is required to provide the water
commissioner with a stage-area-capacity table that relates to the installed staff gage. Water will
be pumped from Pond E and measured with a meter to a pipe that will release water into the
Rural Ditch/Drain Return that drains to Saint Vrain Creek just south of WCR 26, as shown on Figure
2. All water stored in and released from Pond E must be measured and accounted for in a manner
approved by the Water Commissioner. A monthly breakdown of depletions and replacement is
shown on the attached Table 7b.
Rural Ditch Company shares
The Rural Ditch owns two water rights decreed to divert water from Boulder Creek for irrigation
purposes with a headgate located in the SW1/4 of the NE1/4 of Section 20, Township 2 North,
Range 68 West of the 6t" P.M. The water rights were adjudicated on June 2, 1882 in Civil Action
No. CA1336 with appropriation dates of May 5, 1862 and March 10, 1863, and decreed flow rates
of 22.75 cfs and 175.54 cfs, respectively. In Division 1 Water Court case no. 84CW412, 115.29 cfs
of the 175.54 cfs right was abandoned, leaving 60.25 cfs. A summary of the Rural Ditch water
rights is included in the Table 2 below:
Table 2-Rural Ditch water rights
Appropriation Decreed Amount
Date (cfs)
5/5/1862 22.75
3/10/1863 60.25
Total 83.0
The Rural Ditch has 50 outstanding shares. According to the SWSP request the 1.3 shares sought to
be changed in this SWSP ("Ditch Rights") are represented by stock certificate nos. 412 and 413.
