ResponseSpill <br /> NEWMONT Countermeasures Plan for the Cresson Project <br /> Sustainability& External Relations <br /> 4.6.2 Potential Spill Scenarios, Volumes and Direction of Flow <br /> The only SPCC-regulated oil storage at the PSES consists of two electrical transformers.The overall spill potential <br /> from oil-filled electrical transformers is low.The units are new, modern installations,and are mounted on concrete <br /> slabs. <br /> The potential for spills of fuel, oil, liquid coagulants,or liquid sodium hydroxide to migrate a significant distance <br /> from the point of occurrence at the PSES is low.These materials will be contained by the soil topography or can be <br /> contained and captured on concrete slabs or building floors. <br /> Solids spilled at the PSES plant will generally not migrate far from the point of origin unless the materials are <br /> spilled outside of containment during a rainstorm or snow-melt event. <br /> 4.6.3 Discharge Prevention <br /> 4.6.3.1 Bulk Chemicals and Reagents Delivery,Storage, and Handling <br /> The facilities for unloading, mixing,and storage of chemicals and reagents are located within the security <br /> perimeter of the mine—physically distant(2-5 miles)from any dwellings or communities. Figure 7 shows a site <br /> plan. In addition,the PSES building and storage areas are constructed entirely upon the VLF-1 liner system. <br /> Therefore, impacts to public health and safety from delivery,storage and handling of chemicals at the PSES should <br /> be minimal. <br /> Any spills will be contained inside of the PSES building itself, or within the VLF-1 lined system. Delivery trucks are <br /> staged on a concrete pad south of the plant.This unloading and storage area is protected by bollards to prevent <br /> accidental collisions between trucks and storage tanks. <br /> Mixing of chemicals takes place either inside the PSES plant or within the clarifiers,thickeners, and stabilization <br /> tanks located outside the building on the west and north sides(see Figure 7). <br /> Storage of chemicals and reagents in the quantities shown in Table 61 are within the chemical storage area,within <br /> operating systems, and within pipes, pumps, and other appurtenances as described in the following narrative: <br /> Sodium Hydroxide Storage Containers(three totes)—storing a 40-50%concentration of NaOH; outside plant, <br /> covered,containers made of plastic;approximately 350 gallon capacity each. <br /> Any spills or releases of materials from the tanks/containers located outside of the PSE Plant would be contained <br /> by the liner.
