Introduction <br /> This document is the proposed decision and findings of the Colorado Division of Reclamation, <br /> Mining and Safety(the Division) in response to a request for Phase II bond release at the Trapper <br /> Mine, Division file number C-1981-010. The package comprises the following four parts: <br /> 1. Introduction <br /> 2. Procedures and summary of the bond release process <br /> 3. Criteria and schedule for bond release <br /> 4. Written observations and findings of compliance the Division prepared as required by the <br /> Colorado Surface Coal Mining and Reclamation Act. <br /> 5. The Division's proposed decision. <br /> Purpose of this Document <br /> This document presents the findings of compliance in support of a proposed decision to approve a <br /> Phase II bond release on a portion of the Trapper Mine. These findings and the proposed decision <br /> are made in response to a request (SL19) for the partial release of reclamation liability at the <br /> Trapper Mine. Trapper Mine is a surface coal mine, permitted and operated by Trapper Mining, <br /> Inc. (TMI). With this application, TMI requests Phase II bond release of 376.1 acres. Phase II <br /> seeding occurred between the years 2009 - 2013. With the exception of 0.3 acres in Oak drainage, <br /> Phase I release of these parcels occurred in the year 2014, through permitting action SL 14. The <br /> 0.3 acres in Oak drainage received Phase I bond release in 2019 via SL 18. <br /> Background Information Sources <br /> Detailed information about the review process can be found in the Act and the Regulations of the <br /> Colorado Mined Land Reclamation Board for Coal Mining. All Rules referenced within this <br /> document are contained within the Regulations and in the Guidelines Regarding Selected Coal <br /> Mine Bond Release Issues, dated April 18, 1995. All "Sections"referenced within this document <br /> are contained within the Regulations, unless otherwise noted. Detailed information about the <br /> mining and reclamation operations at TMI are available in the Trapper Mine Permit Application <br /> Package, on file at the Division's offices (1313 Sherman Street, Room 215, Denver, Colorado) <br /> and accessible on the Division web site: <br /> http://mining.state.co.us/Reports/Pages/ImagedDocumentData.aspx <br /> Location of Trapper Mine <br /> Trapper Mine is a surface coal mine, permitted and operated by TMI and located 6.5 miles south <br /> of the town of Craig, Colorado. <br /> The specific sections applicable to the Phase II bond release request are: <br /> o TSN, R91 W portions of Sections 1 <br /> o TSN, R90W portions of Sections 6 <br /> o T6N, R90W portions of Sections 31 <br /> o T6N, R91 W portions of Sections 35 and 36. <br />
