As a <br /> first step, the fuel level in the 12,000 gallon dyed off-highway diesel bulk storage tank <br /> was checked. Due to an inadvertent error, the fuel level gauge unit was read as indicating <br /> the tank had 7 feet of fuel, rather than 7 inches of fuel, the actual amount. Based on that <br /> inaccurate interpretation, CSQ personnel concluded that minimal fuel had been released to <br /> the road fill surface and, accordingly, limited surface cleanup around the generator Conex <br /> was conducted. No further seepage of diesel was witnessed in the expanded sump at the <br /> toe of the road fill. While the spill volume was not accurately defined on Saturday, <br /> October 12th, effective containment measures were put in place by fortifying the sump. <br /> On Sunday, October 13th, CSQ personnel checked the northern sump at 6 am and no sheen <br /> change was observed. The sump was checked again at 2 pm and no change was observed. <br /> On Monday, October 141h, CSQ staff re-measured the fuel level in the bulk tank and <br /> realized that the Saturday reading of the fuel level gauge was incorrect and that 7 inches, <br /> not 7 feet, of fuel had been present in the tank. Calculations were completed and resulted <br /> in the determination that —5,500 gallons of diesel was missing from the 12,000 gallon <br /> tank. Figure 7 details the daily fuel volume in the bulk fuel tank from October 7 through <br /> 12 <br />
