Mr. Frank Ferris of ERMR accompanied the <br /> inspection and represented the operator. The mine site is a reclaimed surface mine . Post mining land uses include <br /> irrigated pasture and dryland pasture. A small area consisting of the former facilities area pad,two sediment <br /> ponds and related ditches remain to be reclaimed. <br /> The weather was cold and cloudy. The area hd received freezing rain with approximatley 2 inches of snow over <br /> the ice,the previous night. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The ground was snow and ice covered. No standing water was present in Pond No. 1 or Pond No. 2. Both <br /> ponds were snow covered. The operator had cut some of the annual and biennial plants down from the pond in- <br /> slopes.No rill or gully formation was present to any significant extent. <br /> The collection ditches in the permit area were functioning appropriately. The operator had cleared the sediment <br /> off Ditch NHN-001 East. This maintenance should allow the ditch to flow unimpeded to Pond No. 1 <br /> Runoff from the irrigated pasture is directed into a slight swale across the facilities area pad, to Ditch NHN-001, <br /> No maintenance items were identified during this inspection. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The mine is in a quiet winter status. No activity is currently occurring on the site. The irrigated pasture <br /> vegetation(oats)has been left standing. This should be effective to slow runoff off the field,minimize wind borne <br /> dusts from the field, and help trap winter moisture in the soil. A local rancher was moving cattle to winter pasture <br /> down the county road.
